Can Hartlepool Borough Council advise it's employees that they must not speak to a suspended employee?

Hartlepool Borough Council have suspended one of it's employees. They have advised all other employees that they must not speak to this person otherwise they would face serious consequences. Is this legally right and is this an infringement on their human rights?Can Hartlepool Borough Council advise it's employees that they must not speak to a suspended employee?
Freedom of speech a fundamental of UK Law. That includes who you speak too as well as the subject matter.





The Council are wrong. such action would be against the 1998 European Law on Human rights. The the case ever got to court in Strasbourg the fines are unlimited.
