Do it slowly. Otherwise they'll be doing it all over again some time fairly soon.
Be frugal, unless they're wealthy, and most things they can do without unless they're a socialite. Business attire can be important, though.
Get in a mate to help you decide what to keep and what to throw (take to charity shop). Keep good basics like white t-shirts, black trousers etc. Don't go mad chucking out stuff unless you can afford to buy new. If you are not very rich, then try the charity and secondhand shops in a posher area than where you actually live for good hardly worn bargains. Only buy new stuff that can be worn several ways, and choose styles that suit YOU not what happens to be in fashion at this moment. Dont buy stuff unless you are SURE you will wear it.

To analyse their body shape first and see if they are an apple or pear, broad shoulders, long legged etc.
Then you can see what styles of clothes suit them. Work out the bits you want to accentuate and which bits you want to hide.
I would start off by buying a good quality pair of jeans - worth spending money on. Then get shoes, work pair, trainers, boots, weekend shoes. Get a day dress (wrap style suits everyone) and a evening dress. You will need a few t -shirts and cardigans/jumpers.
If you are a bit stuck try a department store for a personal shopper they can tell you what will suit you.

I would say yes keep the basics and get a few things from primark and things in sales!!!
Or you could sell the unwanted clothes and use the money for new clothes!

Have fun doing it for a start. Shopping should be fun, so I would start by advising not going at peak times, such as saturday's as it can be very stressful espically with xmas coming. Stick to the good old cheap stores, such as primark and George at asda. They have some great items and all at great prices. Plus with them being so cheap you will be able to update your wardrobe more often. It is important that you get things that are versertile and able to mix and match things together. A good fitting pair of jeans, tailored trousers and skirt are all you need to keep your wardrobe looking fashionable as you can update your bottom half by changing your top and trendy accessories.
Make sure you have PLENTY of Money!!!
