you should call someone to look at your home's foundation. you can easily have this settling problem corrected.





as for a temporary solution, get some drywall putty and smooth it on the cracks, then let dry, then sand--keep a vacuum handy (repeat if necessary) then paint.





as for the wall being damp, I'm guessing your wall is below grade. (the ground) check your gutters and keep them clean, you can also install corrugated pipe around the perimeter of that wall and direct the water away from your home.





your best bet is to get a contractor to help you. check with your local better business bureau.

make sure no air bricks have been blocked up ,this can cause damp,you can also get thin layers of polystyrene to put on the wall, thiswill keep the cold out and keep the room warmer ,you can paper over it so wont be noticed.
